September 23rd 2015. Deadline for inclusion on ‘Information to Bidders’ schedule

– HTH Community Interest Company agreed to be added to the schedule. See below

October 9th 2015. ‘Prior Information Notice’ dispatched – See below

First Stage Parties decide whether to bid, initial approaches & negotiations made, likely projects selected

First week November 2015. Procurement notice issued on OJEU

– tender documentation released, incl. ‘PQQ’ and ‘memorandum of information’

– includes details for HTH CIC

– includes criteria on ‘minimum level of community use and access’ (TH square improvements and ‘open

door’ policy for building)

– HTHCT community consultation is ’fed into the briefing’

Late November/early December 2015. Bidders Day?

December 2015. Pre-Qualification Questionnaire hurdle

– After minimum 30 days from OJEU posting, minimum requirements PQQ applied

Second Stage Bidders committed to process, finalised projects prepared

Late December 2015/early January 2016. Initial Tenders invited to negotiate

• January-June 2016. Negotiation phase

– partnerships agreed, consortia arranged, bids drawn

• June/July 2016. Bids scored, final tenders invited

– actual scoring criteria is exempt

– evaluation panel will comprise ‘senior council officers’, HTHCT only in community section

– possible scoring according to: financial offer; housing offer; assured removal of LBH liabilities;

restoration & phased plan of implementation; sustainability of business model; community use and

access (30% of marks)

– ’community use and access’ criteria may be: cultural and community activities; public access;

contribution to local economy; improvements to TH Square

• August/September 2016. Preferred bidder selected

• November/December 2016. Exchange

• Spring/Summer 2017. Completion

Third Stage

• 2017-20. Design, planning and delivery of HTH

• 2017-21. Construction residential development
